    The procurement process of the IoT platform is about to start

    The City of Tampere is planning to acquire an IoT platform this year. The first use case of the platform will be outdoor lighting control.

    – As far as we know a similar entity has not yet been acquired in Europe. In that way Tampere is a pioneer, says Project Manager Maarit Vehviläinen from the City of Tampere.

    The pre-acquisition market dialogue is underway. The procurement has attracted a lot of interest and in March about 90 persons arrived at the event where the procurement process was presented.

    Several companies wanted to have bilateral discussions, and those have been organized in April and May. Over 25 companies will help the City to determine the requirements for the procurement, says Project Manager Mika Heikkilä from the City of Tampere.

    So far the debate has concerned mainly the timetable of the procurement. Some companies have considered it too ambitious. Combining two different entities, the lighting control system and the IoT platform, in the same acquisition has also arised discussion. In addition, companies have offered useful tips on information security, available technology and their benefits or limitations.

    The procurement starts with a notice published in Hilma and TED in August or September. The procurement procedure will probably be a competitive negotiation procedure, which will pre-define the number of candidates invited to the negotiations. In the first phase all companies can enroll. The actual negotiation specifies the invitation to tender and this will be done with the selected candidates. The language of the procurement is Finnish.

    The fourthcoming procurement is a part of the Smart Tampere development programme and two EU funded projects called 6Aika: Future Operator Independent Data Integration Platform, City IoT (European Regional Development Fund) and STARDUST (funded by European Union’s Horizon 2020 research and Innovation programme under grant agreement N°774094).
